I think you're trying to draw similarities between Hezbollah and this plot. Well, first of all, the residents of the UK had no idea these guys were terrorists, so they weren't exactly harboring them. Lebanese residents absolutely know Hezbollah when they see them...it's kinda hard to miss them, just look for the anti-aircraft missles set up outside your house.
