Question about Boy Scouts

It is a sad thing about the kid disappearing. Can someone tell me where the idea that because you are a boy scout you can survive anything came from? It really seems like they are grasping straws here turning a boy scout into some survival expert. Anyway things don't look good and I bet the Scouts are concerned with getting sued for negligence on their part. I'm done with my boy scout rant.
