If you want to complain to some local government organization about a club venue and their activities who should you contact. Do you contact a city council member, or some tourist department? Anyone know?

It really depends one what is going on. If it is something like dumping refuse out the back door, go to code compliance. If it is a noise complaint, call the Popo, but don't use the emergency number. If you have been inappropriately harassed or abused by the staff, call a lawyer. If you have some complaint about bad service, call the management of that club. If they won't let you in because you are a douchebag, call your mommy.

So, really, what's the story? What's this all about?
